The EI/DS Program Office provides decision support information and tools used by MHS managers, clinicians, and analysts to manage the business of healthcare within the MHS, which serves a worldwide population of 8.4 million active-duty and retired members of the uniformed services, their families and survivors.

The EI/DS Program Office provides the centralized data store for the MHS with active interfaces to more than 260 systems around the globe. The decision support architecture is currently comprised of a data warehouse and seven operational data marts that support nearly 2,000 users and provides a robust database and suite of decision support tools. The EI/DS Program Office receives in excess of 30,000 data feeds per month. These feeds are in the form of flat files and contain operational data generated by MHS clinical and business systems. Informatica data integration products are the primary technologies employed to perform data-quality edits, data-element derivation and maintenance of the ingest metadata.

The EI/DS Program Office has deployed Informatica PowerCenter, running on an IBM SP2, AIX server, to address Operational Data Store (ODS) refresh and loading requirements for the MHS Data Repository (MDR). The MHS MDR is the EI/DS Program Office's centralized data repository. Types of data captured in the MHS MDR include: beneficiary demographics, network and out-of-network clinical encounters, and expense reporting system information.

Informatica PowerMart performs data mart-specific processing for the EI/DS Program Office's Population Health Operational Tracking and Optimization (PHOTO) system. The PHOTO data mart provides a concise set of health plan performance measures for MHS managers. MHS personnel at all levels of the enterprise access standardized measures to assess the performance, outcomes, satisfaction, and cost effectiveness of the MHS healthcare system. PHOTO measures business, clinical, customer satisfaction, population, and resource data from all military facilities and MHS network providers around the world.

In addition, the EI/DS Program Office uses Informatica PowerChannel to provide a high-performance, secure method for the organization to integrate global data from remote locations as well as share confidential medical data with users across the extended enterprise. A recent application of Informatica PowerChannel includes the transmission of data between the MHS and the Veterans Health Administration.
