Business Objects Drives Enterprise Performance Management at Top Government Agencies in The U.S. and Worldwide

Industry-leading Solutions Provide Improved Operational Efficiency and Financial Performance, Fueling Rapid Growth of Business Intelligence in The Public Sector

SAN JOSE, Calif. – May 1, 2003 -- The public sector remains one of the hottest areas for business intelligence (BI) software. With more than 1,500 public sector customers at the national, regional, and local levels across the United States and throughout the world, Business Objects (Nasdaq: BOBJ) is playing a key role in helping government institutions save money and reduce fiscal waste, protect their people, and improve the quality of services and education for citizens.

Business Objects has delivered BI solutions to nearly every U.S. federal cabinet department, including the U.S. Department of Defense, U.S. Department of Health and Human Services, and U.S. State Department; as well as key independent federal agencies, including the Environmental Protection Agency and the U.S. Postal Service. These agencies are using Business Objects to help realize President Bush’s vision of a government that is result-oriented, citizen-centered, and market-based. In addition, U.S. state and local agencies from coast to coast have implemented Business Objects solutions to track and understand critical information in order to manage enterprise performance.

“Our sustained leadership in the government sector is a direct result of the tremendous value Business Objects software is providing to government agencies,” commented Greg Lorden, vice president of Government for Business Objects. “With the largest business intelligence deployment in the U.S. government at the Department of Defense and as the business intelligence standard at several other government organizations, Business Objects has proven repeatedly that it enables government customers to optimize organizational performance, enhance mission effectiveness, and improve operational readiness.”

Worldwide Success in the Public Sector
Business Objects solutions are also delivering value to government agencies around the globe. Leading government organizations throughout the world rely on BI software from Business Objects to increase operational efficiency and improve institutional performance. Business Objects solutions have been implemented worldwide by such leading public sector customers as Inland Revenue, the Home Office, and the Police Service in the United Kingdom; the Australian Department of Treasury and Finance; the City of Berlin; the Federal Department of Economic Affairs and Federal Department of Home Affairs in Switzerland; the City of Calgary; the Italian Ministry of Health; the Commissioner General’s Office for Refugees and Stateless Persons in Belgium; and the Ministry’s of Finance in Finland and Japan.

“The public sector represents some of our most innovative and advanced deployments of business intelligence software,” said Dave Kellogg, senior group vice president of worldwide marketing for Business Objects. “Governments today face huge challenges – providing security and protection for their people, spending taxpayer’s money wisely, and improving the quality of service provided. Government organizations need a business intelligence solution that is enterprise class, integrated in one Product suite, and enables them to track, understand, and manage enterprise performance. Business Objects is rapidly becoming the business intelligence solution of choice, because unlike our competitors, we can provide a Product line that meets these three criteria.”

Business Objects software enables public sector agencies to address the critical need of more effectively managing their overall support and performance. Business Objects customer deployments in the public sector span a wide variety of applications, including:

U.S. Department of Defense – implemented a business intelligence solution from Business Objects to manage budgeting, forecasting, and purchasing throughout the organization’s health care system, TRICARE. The solution is used for a variety of applications, including analyzing the purchasing of pharmaceuticals, medical, and surgical Products; analyzing clinical care trends; budget planning and financial forecasting; and specific local uses as needed. Thousands of government employees are using TRICARE’s Business Objects solution, from the highest levels of the Department of Defense to the clinical level at TRICARE.

U.S. Environmental Protection Agency (EPA) – deployed an enterprise performance management dashboard using Business Objects to provide fast access to both financial and environmental data. The dashboard is designed to streamline the agency’s existing reporting capabilities and provide executives with a graphical interface for analyzing key performance indicators.

Defense Logistics Agency (DLA) – implemented Business Objects software to better manage and streamline the data-analysis requirements for the U.S. Department of Defense’s Electronic Commerce Mall (DoD EMALL). The DoD EMALL provides access for military personnel around the world to a wide variety of goods including uniforms, food, weapons, and equipment stored in DLA warehouses, as well as items secured through long-term contracts with leading vendors.

U.S. Food and Drug Administration (FDA) – chose Business Objects as its enterprise-wide BI standard. The FDA’s Office of Regulatory Affairs is implementing a Business Objects extranet for a homeland security surveillance application. In addition, Business Objects will be used to monitor the shipment of food and drugs into U.S. ports, to monitor drug submission applications to the agency, and to monitor and analyze adverse event information related to biologics, cosmetics, and dietary supplements.

U.S. State Department – selected Business Objects software as the web-based query, reporting, and analysis platform for the State Department’s TIPOFF system. TIPOFF provides federal agencies with a common database where they can share information of all kinds relating to possible terrorist threats, activities, and identities. For example, federal agencies can compare information from U.S. Visa applications against the counter-terrorism data in TIPOFF to help prevent suspected terrorists from gaining entry into the U.S.

State of Wisconsin – leverages Business Objects as a key component of the state’s Medicaid Evaluation and Decision Support System (MEDS), a data warehouse support system developed by the Department of Health and Human Services. The system provides fast access and improved information to help manage billions of dollars in health programs, enabling the state to look at where money is being spent, and track the benefits residents receive.

City of Calgary – implemented Business Objects to track and report on daily building and construction activity. Calgary, one of the largest cities in Canada, leverages Business Objects to monitor where developers are choosing to build, giving the city important data on population and growth trends for the future.

Commissioner General’s Office for Refugees and Stateless Persons (Belgium) – uses Business Objects to access and analyze data for processing asylum requests. Business Objects enabled Belgium to reduce the average processing time of an asylum request by 75%, from several months to only weeks.
