More specifically, the National Institutes of Health's Office of Human Resources (NIH OHR), part of the US Department of Health and Human Services (HHS), is using business process management as the platform for their Web- based workflow management system used throughout NIH OHR to track all personnel actions in near real-time. Through the use of BizFlow, nine critical HR functions have been automated including: changes in work schedules; employee awards; job classification; leave without pay processes; recruitment and selection; return to duty; separation and resignation; special pay processes; and career changes. Others are being created for staggered release. The NIH OHR used BizFlow software to develop a Workflow Information Tracking System (WiTS) that enables HR to streamline and standardize its business processes, and monitor and track individual work items from initiation through completion. WiTS compartmentalizes tasks performed by HR staff into activities, the activities are then aligned and sequenced according to predetermined work (flow) requirements. "NIH had 27 different institutes and centers (ICs), each with their own HR office. We were able to streamline the 27 HR offices into one OHR, standardize our processes and improve knowledge management and training using business process management," said Robert Hosenfeld, Director, OHR, NIH. Thus, WiTS has been released to the 10 Operations Branches of the Client Services Division and will soon be released to the remaining OHR Divisions. Future expansions and enhancements include read access for interested ICs and administrative communities; ability to electronically transmit HR documentation, forms, and other materials; electronic signatures (with authentication) to facilitate the transmission of HR materials, and system access from the NIH Portal. "Our workflow solution improves customer service and communication between HR and stakeholders by facilitating and expediting transmission of and communications pertaining to OHR cases," said K. P.
