SOFTBANK TELECOM’s IT division was also able to cut development time in half by moving these processes from hard-coded rules buried in legacy systems to centralized and easy-to-maintain business rules stored in the ILOG JRules platform. The telecommunications carrier was also able to reduce, by an estimated 80 percent, the time it takes to update business rules when making changes to a service or a campaign, helping the leading local exchange carrier (LEC) be even more competitive. Like many leading telecom companies in Japan, increasing competitive pressures have resulted in more diverse and complex service offerings, which in turn, have resulted in more complex order processing and billing processes. At SOFTBANK TELECOM, many of the policies governing these processes were buried in legacy systems and were hard to access and change. In order to cope with this increasing complexity, as well as to be able to react quickly to new regulatory changes, the company decided it needed to move to a BRMS, ultimately replacing about 160,000 lines of computer code representing their order validation and pricing policies with 1,000 business rules that can be centrally managed and maintained.
