Thomson Reuters will provide these services as a subcontractor to Health Care Excel -- a healthcare utilization management and quality improvement organization. Health Care Excel is providing Surveillance and Utilization Review Services (SURS) to the Kentucky Medicaid program. The contract was awarded following a competitive procurement process. It will extend for 27 months if all options are exercised. All states are required to ensure proper and efficient administration of their Medicaid program through SURS. This includes the analysis of medical claims and healthcare delivery patterns to identify unusual billing practices -- such as inconsistent, excessive, duplicative, or otherwise suspicious claims.
